I was responsible for full-cycle construction cost and procurement management — establishing the cost control framework and target costs for each use, and managing specialist subcontract procurement throughout. TOD projects carry particular complexity in structural systems, construction interfaces and stacked programme mix; the demands on cost and procurement precision exceed those of conventional developments.

My job was not to cost each of the three separately, but to judge for the whole development: how the uses should be mixed and where the money should lean, so the venture as a whole holds together.
