My involvement began at the land acquisition stage and continued through scheme cost appraisal to scheme review. The core discipline in the scheme phase was real-time cost response: every round of scheme changes produced an immediate cost output; simultaneously evaluating how shifts in use mix and area distribution affected the overall cost structure; and conducting project positioning and profit appraisal so that every design decision was grounded in clear economic judgment. Into the implementation phase, I led procurement and established target cost, maintaining dynamic cost control throughout.
