My involvement began at the acquisition stage — pre-development investment appraisal and project acquisition appraisal fed directly into the land purchase decision. I then led the setting of target costs and carried full-cycle cost management and procurement management throughout. From bare land to completed development, cost logic was the central variable at every decision point. Five stacked uses in a single project demands a high degree of precision in disaggregating cost structures and defining management boundaries between programmes.
